Message: NLSP PDU comes in from interface with circuit index <index_no.>, which is not ready.
Meaning: The NLSP protocol data unit comes in from the indicated interface before NLSP is ready
to process it. NLSP drops the packet.

Message: Removing a neighbor that is still in INIT state
Meaning: NLSP is removing a neighbor from its neighbor table while the neighbor is still being
initialized. The neighbor then disappears from this system’s view until the neighbor sends
out another HELLO packet.
